Prime Minister of Belarus Andrei Kobyakov took part in the meeting of the Eurasian intergovernmental Council, which was held in Moscow on April 13.

The head of Government thanked the Prime Ministers of the countries of the Union for the full and active support of the Belarusian EEU presidency in 2015. "Through the implementation of our initiatives in Alliance laid the basis for further development of Eurasian integration," he said.

Andrei Kobyakov noted that currently, the EEU is actively working on the outer contour, and both Eastern and Western vectors. "It has been a year of functioning, and the Union takes shape not just integration Association, he said. - And it's the right direction. The world was divided into blocks. We are surrounded by countries and unions with a strong economy. The goal of the EAEC is to take its rightful place among them."

But to engage in such work, the Eurasian economic Union need strong foundations within the Union, said Andrei Kobyakov. That is why the Eurasian economic Commission in its work must come from a position of continuity in solving problems.

In addition, the Prime Minister noted that Belarus expects serious progress in the elimination of exemptions and restrictions in mutual trade in the EEU.

"Belarus believes that the main goal is the elimination of exemptions and restrictions in mutual trade, he said. In this regard, I propose to return to our idea to collect the suggestions of the parties on priority list 10-20 seizures and to take measures for their prompt elimination. The Belarusian side is expecting serious progress in this work in connection with structural transformations in Commission - appointment of a member of the EEC Board on the functioning of the internal market and the creation of the Department concerned".

Also, the Belarusian side expects strengthening of the coordinating role of the ECE in the resolution of internal contradictions between the States of the EAEU. It concerns including issues of free trade and of access to state procurement, tariff and non-tariff protection of the domestic market of the EEU, particularly in the context of the accession of new States to the Union and accession of Kazakhstan to the WTO.
The Prime Minister drew attention to the fact that Belarus counts on the support of EEC partners in the process of accession to the WTO.

The President of the Republic of Belarus made a decision on a substantial increase in negotiations with the world trade organization. The Prime Minister said that in the near future the Government will hold a series of meetings with members of the organization and will prepare an updated negotiating proposals.

"Count on the support of EEC partners - are already WTO members - both in the working group on the accession of Belarus to the organization and integration," he said.

"We are absolutely open and willing to discuss the parameters of our accession up to the most specific nuances", - said the Prime Minister.

Andrei Kobyakov also proposed to hold a meeting of the Eurasian intergovernmental Council in the autumn in Minsk.

The meeting of heads of governments of the EEU in 2015 were quite periodic: held three meetings of the Eurasian intergovernmental Council. "Hopefully, this year we lower the bar will not. The more questions we have not diminished, and their sensitivity is even increased", - he said.

As noted at the meeting, the Prime Minister of Russia Dmitry Medvedev, the Eurasian economic Union took place as a modern and effective integration Association, which brings real results as in a period when economies are growing and in a period when the economy of the participating countries are in a difficult situation.

"The impact on the state of the economy by external factors, but statistics show that the EEU plays a stabilizing role and a positive impact on the economies of member countries", - he said.

However, according to Dmitry Medvedev, while the EAEU lag in the formation of the contractual legal framework, as well as issues related to the elimination of exemptions and restrictions in trade in goods and services, free movement of persons and capital.

Dmitry Medvedev also said that the Prime Ministers of the EEU countries at the meeting in narrow format discussed prospects for cooperation with China. At the same time he noted that lately, there's been a strong interest in cooperation and from the European partners. "We're such a ready movement based on the principles of equality and mutual benefit", - he concluded.

As reported to journalists by the Chairman of the EEC Board TigranSargsyan on the outcome of the meeting, the Prime Ministers of the countries of the Eurasian economic Union instructed the Eurasian economic Commission to establish a dialogue with China and the European Union.

"The meeting identified a clear framework for ECE how to work with the European Union and how to build a dialogue with China", - said TigranSargsyan. He noted that Kazakhstan as a Chairman of the Union identified one of the priorities in the current year, the intensification of work of the EEU with the third countries.

The Board Chairman reported that the Heads of government adopted a number of decisions concerning the conduct of a coherent industrial policy. In particular, approved the regulation on organization and operation of the Eurasian technology platforms.

TigranSargsyan also noted that the Prime Ministers agreed to continue at the next meeting of the intergovernmental Council, to be held in may in Yerevan, discussion of the draft concept of the common market of oil and oil products. There will be continued consideration of matters related to railway transport.

In addition, said the Chairman of the EEC Board, the Heads of governments of EEU member countries have agreed that will conduct their meetings more frequently.
