The meeting of the Council of Ministers of the Union state with the participation of Prime Minister of the Republic of Belarus Andrei Kobyakov and Chairman of the Government of the Russian Federation Dmitry Medvedev was held on 12 may in Mogilev.

The head of the Government of Belarus welcomed the Russian delegation in Mogilev - a city where, according to him, are closely intertwined history of the peoples of Belarus and Russia.

According to Andrei Kobyakov, Mogilev region is a "success story" of the Belarusian-Russian interregional cooperation. "More than $1.8 billion in trade with Russia in the past (very difficult for the economies of our countries) year. Effectively we are developing industrial cooperation. Mogilev enterprises on a mutually beneficial basis working with Russian partners in mechanical engineering, chemical industry, construction and transport sectors, light industry, and supply to Russia of food and agricultural raw materials.

"I hope that today's meeting, which is held in the first half of the year will lead to another and our agreement - about the return to the two allied Sovmina annually. Pressing issues for such intensification of the intergovernmental dialogue in the Union will be more than enough," said Andrei Kobyakov.

According to him, there are opportunities to restore pre-crisis volumes of interaction of Belarus and Russia.

"I am confident that opportunities for free and equal competition, concerted action in a number of industries, industrial cooperation sufficient to recover the pre-crisis volume of interaction of Belarus and Russia," said Andrei Kobyakov.

He recalled that last spring at the level of governments of Belarus and Russia signed a plan on creation of additional conditions for the development of trade-economic cooperation.
"Worked to plan the whole productive: part of the negative aspects removed, on some issues, strengthened sectoral collaboration. Formed and already active, including at the site of the standing Committee, the working groups on topical issues of Belarusian-Russian cooperation in the economic sphere", - said Andrei Kobyakov.

Prime Minister of Belarus has urged members of the Government of the Union state to be above the interests of specific producers and lobbyists of individual departments.

"In the face of shrinking effective demand, the decline in investment is the temptation to expand the support of their own products at the expense of state subsidies to "lock" the market through bureaucratic restrictions and informal barriers, to inflate the national program of import substitution, subsidies and loans, to close partners from the public procurement procedure", - he said.

However, according to him, members of the Federal Government "should be above the selfish interests of particular manufacturers, industry associations, and lobbyists of various agencies."

In turn, Dmitry Medvedev considers it necessary to ensure a coordinated effort in the Union state and the Eurasian economic Union.

"The most important thing now is to coordinate our efforts in the Union state and the EEU. We are talking about a whole range of issues, such as the creation of new opportunities for the development of mutual trade. We stated that this issue must be given special attention," he said.

Also, he said, need to support industrial production, investment and innovation cooperation, development of agriculture. "We need to deal with the removal of existing trade barriers, which is important for the Union state", - said the Prime Minister.

"From the issues on the agenda - the outcome of economic and trade cooperation. We have negative moments and positive moments. Russia's share in the trade turnover of Belarus in 2015 has increased by almost 2%, the share of Belarus - almost 1%. This is a good result, which proves that the economies develop together," - said Dmitry Medvedev.

However, he stated that for several years recorded a decline in the value of mutual trade. "But this reduction in dollar terms for obvious reasons related to the weakening of the national currency caused by a change in energy prices. There are other reasons, but overall in real terms the balance remains stable enough" - said Prime Minister of Russia.

In his opinion, industrial cooperation is necessary to involve small and medium businesses.

"Remain important questions of industrial cooperation. It and technology transfer, and questions of production chains of high-tech products. It is important to it to connect not only our large businesses but also small and medium business", - he said.

According to him, it was sent a plan for the development of small and medium entrepreneurship, which was implemented in 2013-2015. "We need to continue this work in the current period", - said the Prime Minister.

Also Dmitry Medvedev stated that it is necessary to deal not only with the presence of our goods, works and services in the common market, but also to promote them on foreign markets, including the Asia-Pacific region. Therefore, it is essential that the development of logistics infrastructure, the formation of an integrated transport system.

As stated Andrei Kobyakov made the statement to journalists following the meeting, the value of bilateral trade in goods between Belarus and Russia in 2015 amounted to $27.5 billion.

"In 2015, the value of bilateral trade in goods amounted to $27.5 billion In the first quarter of 2016 we have a slight decline in value terms. However, in physical terms, in contrast to value in trade of Belarus with Russia shows positive dynamics: growth rate of turnover amounted to 102,6%," said Andrei Kobyakov.

According to the Head of the Government, the center of attention was the plan of measures of the governments on creation of additional conditions for the development of trade-economic cooperation. "We stated that, in General, the implementation of planned activities provided," he said.

Andrei Kobyakov also said that the relevant ministries were instructed to prepare and submit in the prescribed manner for the approval of the Council of Ministers of the Union state mid-term forecast of the economies of Russia and Belarus to 2017.

"We have discussed the preparation of the medium-term forecast of socio-economic development of the Union state. The Ministry of economic development and Belarus economy Ministry since 2001, annually, developed and coordinated this forecast. The last time this issue was considered in 2009. This practice we have decided to resume", - he said.

According to him, following the meeting instructed the relevant ministries to prepare and submit in the prescribed manner for the approval of the Council of Ministers of the Union state mid-term forecast of the economies of Russia and Belarus to 2017 and the forecast for 2018-2019.

"Today was reviewed and the forecast balances of supply and demand for the key products of the Union state for this year. Also analyze the implementation of the action plan for the further development of small and medium enterprises in the Union state for the previous three years and plan for further development of these types of business in 2016", - said Andrei Kobyakov.

It became known that the Federal government will increase funding for activities to overcome the consequences of the catastrophe at the Chernobyl nuclear power plant.

"We approved the program of joint activity for overcoming consequences of the Chernobyl disaster within the framework of "two". Agreed to increase the budget allocations for its implementation", - said Andrei Kobyakov.

According to him, the parties came to a common denominator in the provision of comprehensive medical care to separate categories of citizens of Belarus and Russia affected by the Chernobyl disaster, which is especially important in the year of the 30th anniversary of the accident. "The focus of our attention was the action plan of the governments of our countries to create additional conditions for development of trade-economic cooperation. According to him, work to find common ground will continue in the activities of specially created working groups in areas that will be on a quarterly basis to take stock of its activities.

Andrei Kobyakov also said that during the meeting they discussed the concept of scientific and scientific-technical programs of the Union state. According to him, of particular interest is the program "Electronics". "This program will create electronic components of new generation, including electronic engine control and safety of motor vehicles", - he said.

Besides, Andrei Kobyakov believes promising program "DNA identification", the implementation of which is scheduled for 2016-2019. "Thanks to this program will be developed modern technology for forensics and prevention of socially significant diseases. It will also increase the security of citizens of the Union state and to counter terrorism," he explained.
