Belarus adjusts rental housing regulations

Belarus has significantly reduced the rental housing move-in timeframes.

To bring legislative acts into compliance with Presidential Decree No. 388 of 3 November 2025 “On improving the procedure for occupying rental housing” Prime Minister Aleksandr Turchin signed the resolution “On the management of the state housing stock”.

The document aligns a number of resolutions of the Council of Ministers with the decree. Specifically, the decree stipulates that occupancy of rental housing must be ensured within 30 working days.

The timeframe for local authorities to publish information on available rental housing has been shortened from seven days to one day. A deadline of five working days has been set for citizens to apply for the conclusion of a rental housing agreement.

Furthermore, the document adjusts the deadlines for submitting the developers with the documents after a residential building is commissioned specified in the regulations on the procedure for ensuring conditions to move into residential premises in finished multi-apartment residential buildings.
The timeframe for a developer to provide a shareholder with the final bill for a shared-equity construction unit has also been reduced from 25 calendar days to two working days (for projects financed through budget funds or proceeds from rental housing). Other adjustments are stipulated as well.
