State program “Housing Construction” for 2026-2030 approved in Belarus

Belarusian Prime Minister Aleksandr Turchin has signed a resolution to approve the state program “Housing Construction” for 2026-2030.

The five-year state program establishes a consolidated target for “housing provision” aiming for at least 33 square meters per capita by 2030. This target depends on a region and a type of locality (urban and rural). It also sets specific objectives for the construction of residential buildings, including rental housing, with accommodation of various consumer qualities and affordability.

The plan for the five-year period is to commission a total of 1,250,000 square meters of state-ordered housing and at least 2,000,000 square meters of all-electric homes. The program anticipates an increase in rental housing construction, with a goal of at least 5,000,000 square meters commissioned over the five years, representing approximately 25% of the estimated total volume. Furthermore, it promotes the development of detached homes, targeting a share of at least 40% annually in the total volume.

The program mandates the annual and complete construction of utility and transport infrastructure for all newly commissioned residential buildings.

A comprehensive set of measures has been defined to achieve these objectives. Funding is based on an estimated annual commissioning volume of approximately 4,000,000 square meters of total housing.

The resolution will facilitate efforts to meet the needs of citizens for housing of various consumer qualities, ensure smooth financing of housing and infrastructure construction, and increase the per capita housing supply.
